The Delegation of the European Union to Russia serves as the official diplomatic mission of the European Union in the Russian Federation. It represents the EU’s interests, conducts political dialogue with Russian authorities, and promotes the Union’s foreign policy objectives, including cooperation on trade, energy, climate, and regional security. The delegation also provides consular assistance to EU citizens residing or traveling in Russia and supports the implementation of EU sanctions and other restrictive measures. Its work aims to strengthen the EU‑Russia relationship while upholding EU values and international law.
Headquartered in Moscow, the delegation operates from the EU’s embassy premises in the Russian capital, serving as the primary point of contact between the EU institutions and the Government of Russia. It maintains a permanent presence that enables continuous engagement across the breadth of the Russian Federation, facilitating communication on bilateral and multilateral issues. The location allows the delegation to monitor developments within Russia and to convey the EU’s positions directly to Russian officials.
As part of the European External Action Service, the delegation holds the status of a diplomatic mission under the Vienna Convention on Diplomatic Relations, granting it certain privileges and immunities. Its distinguishing attributes include a focus on advancing EU strategic interests, promoting human rights and democratic governance, and coordinating with EU member states’ embassies in Moscow. The delegation also contributes to the EU’s broader external action by reporting on political, economic, and social developments in Russia to the High Representative and the Council.
Structurally, the delegation is an organ of the European Union, directly accountable to the EEAS and ultimately to the High Representative of the Union for Foreign Affairs and Security Policy. It is led by an Ambassador, designated as the Head of Delegation, who is appointed by the EU and accredited to the Russian Federation. The entity is not a subsidiary of any commercial organization but a permanent diplomatic representation of the EU itself. Notably, in February 2017 the delegation’s unclassified network was targeted by a sophisticated cyber espionage operation, resulting in confirmed data exfiltration from multiple systems, an incident that was later attributed to suspected Russian actors and remained undetected for several months before discovery.
