Profile narrative
The Philippine Nuclear Research Institute, commonly referred to as the Philippine nuclear agency, is the government body responsible for advancing the peaceful applications of nuclear science and technology in the country. It conducts research and development activities that span radiation protection, nuclear instrumentation, radioisotope production, and applications in medicine, agriculture, industry and environmental monitoring. The institute provides technical services such as irradiation testing, calibration of radiation measuring instruments, and support for nuclear medicine facilities to hospitals and clinics nationwide. It also operates the Philippine Research Reactor‑1, a pool‑type reactor used for neutron activation analysis, isotope production and training of nuclear professionals. Through these functions the institute serves a diverse range of stakeholders including healthcare providers, agricultural researchers, manufacturing firms, regulatory bodies and academic institutions.
As a line agency under the Department of Science and Technology, the Philippine nuclear agency holds a dual mandate of promoting nuclear innovation and regulating the use of nuclear and radioactive materials to ensure safety, security and safeguards. Its regulatory functions include licensing, inspection and enforcement concerning radioactive sources, nuclear facilities and transport of radioactive substances, positioning it as the national authority liaising with the International Atomic Energy Agency. The institute’s specialized expertise in nuclear techniques and its reactor facility distinguish it as the country’s primary hub for nuclear science capacity building and technical assistance. Ownership remains wholly governmental, with no private parent or subsidiary structure, and it operates under the policy direction and budgetary oversight of the DOST. This institutional framework enables the agency to align its research agenda with national development priorities while upholding stringent radiological protection standards.
