The Ministry of Health and Family Welfare is the central government body responsible for shaping and executing health policy across India. It oversees the planning and implementation of national health programmes such as the National Health Mission and Ayushman Bharat. The ministry regulates medical education, pharmaceutical standards, and the approval of drugs and medical devices. It coordinates disease surveillance and response efforts, including immunization campaigns and outbreak management. Through its various departments, the ministry works to improve access to preventive, curative, and rehabilitative services for the entire population. Its mandate extends to both urban and rural areas, aiming to reduce health inequities nationwide.
The ministry operates as part of the Government of India’s executive branch, led by a Cabinet Minister who reports to the Prime Minister. It maintains administrative linkages with state health departments, facilitating the delivery of centrally sponsored schemes that reach millions of beneficiaries. A distinguishing attribute of the organisation is its role as the nodal agency for international health cooperation, representing India in forums such as the World Health Organization. The ministry also possesses specialised units focused on health research, traditional medicine systems, and food safety standards. In March 2023, the Health Management Information System under the ministry’s purview was reportedly targeted by a pro‑Russian hacker group known as Phoenix, which claimed to have accessed sensitive hospital, staff and patient data. The incident was identified by the cybersecurity firm CloudSEK’s XVigil platform and was linked by the attackers to India’s stance on Western sanctions against Russia, although official confirmation from the ministry remained pending at the time of reporting.
