Government of Armenia

The Government of Armenia is the sovereign authority responsible for the executive, legislative and judicial functions of the state. It formulates and implements national policy, oversees public administration and delivers essential services to citizens. The government manages the country’s budget, taxation and social welfare programmes. It also regulates economic activity, enforces laws and maintains public order. Through its ministries and agencies, it handles areas such as education, health, infrastructure and defence. The government represents Armenia in international relations and participates in global organisations.

The government maintains permanent diplomatic missions to international bodies such as NATO, the OSCE and the United Nations, as evidenced by the targeting of those sites in cyber incidents. These missions conduct Armenia’s foreign policy, negotiate treaties and represent the country’s interests abroad. The incidents also show that the government’s online presence includes official websites for the presidency and various ministries. Its role in safeguarding state information and critical infrastructure places it at the centre of national cyber‑security efforts. The government’s authority is derived from the constitution and it operates without a parent organisation or external ownership. As the sole sovereign authority of Armenia, it is the ultimate source of legislative and executive power in the country.
