Prior to this incident, the same groups had conducted distributed denial‑of‑service attacks against government portals linked to controversial infrastructure projects. The attackers stated that the leak was intended to protest labor conditions and corporate‑favoring legislation in Italy. They also demanded higher minimum wages and mandatory health insurance for workers.
