Hamburger Verkehrsverbund (HVV) is the public transport association responsible for coordinating and integrating regional transit services in the Hamburg metropolitan area. In May 2024 HVV experienced a cyberattack that targeted its online ticketing channels, disrupting the app and website for nearly a full day and preventing users from logging in to purchase tickets. The attack aimed to overload the organisation’s systems, forcing customers to rely on alternative anonymous purchasing methods while restoration efforts were underway. After intensive mitigation work, normal service was restored and the incident highlighted HVV’s dependence on digital channels for ticket distribution and customer interaction. This event underscores the importance of cybersecurity resilience for transport associations that provide essential mobility services. HVV’s distinguishing attribute lies in its role as a neutral coordinator that brings together disparate transport operators under a common fare and service framework, a function that is regulated by public transport authorities in the German states of Hamburg, Schleswig‑Holstein and Lower Saxony. Rather than operating vehicles itself, the association focuses on policy integration, tariff harmonisation and information dissemination, which contributes to its reputation as a key enabler of efficient, multimodal mobility in northern Germany.
