In May 2021 the Cluj County Council’s official website fell victim to a cyber attack in which hackers encrypted files and left a ransom note demanding one hundred Bitcoin to prevent the alleged release of the council’s database and site content. Visitors to the domain encountered an “account suspended” message, and when they tried to access the site they were presented with the ransom demand instead of the normal web pages. Upon detecting the intrusion, the council’s IT team identified the exploited vulnerability, initiated containment procedures, and began a restoration process using a recent backup of the website. Official statements clarified that only publicly available information was stored on the compromised system and that no personal data of citizens was exposed or lost during the incident. The episode prompted the council to review its cybersecurity posture, apply additional security patches, and strengthen employee awareness of phishing and malware threats. As a public institution, the Cluj County Council is subordinate to the Romanian Ministry of Internal Affairs and operates without any private parent company, subsidiary relationship, or commercial ownership structure.
