In April 2022, the government experienced a significant ransomware attack carried out by the Conti group, which targeted multiple agencies with a primary focus on the Ministry of Finance. The incident disrupted tax and customs platforms, leading to estimated daily export losses of approximately $200 million and the potential exposure of sensitive taxpayer data. Despite a ransom demand of $10 million, the authorities refused to pay and instead mobilized internal teams alongside international assistance from the United States and Israel. The response included public warnings about phishing, mandates for agencies to report incidents, patch systems, and strengthen security protocols to reduce further risk.

Structurally, the Government of Costa Rica is a sovereign entity with no parent organization or external ownership; its authority stems from the Constitution and the electorate. It functions as a unitary republic, separating power among the executive, legislative, and judicial branches, while the executive led by the President manages daily administration. The 2022 ransomware episode demonstrated the government’s ability to seek foreign assistance and to enact swift cybersecurity directives across its agencies. The organization’s enduring purpose is to deliver public services, uphold the rule of law, and safeguard national sovereignty through competent and resilient governance.
