Profile

The Cambodian Ministry of Foreign Affairs and International Cooperation is the government body responsible for formulating and implementing the country's foreign policy. It manages Cambodia's diplomatic relations with other states and international organisations. The ministry also handles consular services for Cambodian citizens living or travelling overseas and provides protocol support for visiting foreign dignitaries. In addition, it negotiates and ratifies international treaties, agreements and memoranda of understanding on behalf of the Royal Government.

As the principal authority on external affairs, the ministry holds a regulatory role in coordinating Cambodia's engagement with regional blocs such as ASEAN and the United Nations. Its distinguishing attributes include the specialised expertise required to conduct diplomatic negotiations, manage international development cooperation and represent national interests in multilateral forums. The ministry has been publicly reported as a target of cyberespionage campaigns, notably by the Vietnam‑based OceanLotus group (APT32) in 2015 and the Chinese state‑sponsored group TEMP.Periscope in 2017, which sought to gather sensitive diplomatic and governmental information. These incidents highlight the ministry's strategic importance and the heightened attention it attracts from foreign intelligence actors.

The ministry is a government ministry of Cambodia, forming part of the Royal Government. It operates as a state entity responsible for external affairs.
