The European Telecommunications Standards Institute (ETSI) is an independent organization that creates globally applicable standards for information and communications technology. Headquartered in France, it brings together industry, academia, government and other stakeholders to develop technical specifications that enable interoperability and innovation across telecommunications networks and services. ETSI’s work spans mobile communications such as GSM, UMTS, LTE and 5G, as well as fixed broadband, broadcasting, internet of things, emergency communications and cybersecurity. By publishing standards that are freely available for implementation, the institute supports the development of compatible products and services in markets worldwide. Its specifications are frequently referenced in regional regulations and are used by manufacturers to ensure that equipment can operate across different networks. In August 2023, ETSI suffered a cyberattack in which an unauthorized party exfiltrated a database containing the institute’s online users list. The compromised data included user identifiers and associated contact information, prompting ETSI to notify affected individuals and advise them to change their passwords. In response, ETSI engaged France’s national cybersecurity agency, ANSSI, to investigate the breach, remediate the exploited vulnerability and strengthen its overall security posture. The incident was also reported to the French data protection authority and a judicial inquiry was opened to determine responsibility and any potential violations of data protection law. ETSI published a public statement through its newsroom and cooperated with media outlets to keep stakeholders informed about the steps being taken. The breach underscored the importance of robust cybersecurity controls for organizations that manage sensitive stakeholder information.

ETSI’s distinguishing attribute lies in its role as a recognized standards‑setting body that works closely with international forums such as the 3rd Generation Partnership Project (3GPP) and the Institute of Electrical and Electronics Engineers (IEEE). Its open membership model allows companies, research institutions and public authorities from more than sixty countries to participate in the development of technical specifications, ensuring a broad consensus on emerging technologies. Through this inclusive approach, ETSI helps shape the evolution of telecommunications infrastructure and ensures that its standards reflect both market needs and technological advancements. The institute also contributes to European policy objectives by providing technical input to the European Commission and supporting the implementation of the Digital Single Market strategy.
