On October 12th, it was targeted by a distributed denial-of-service (DDoS) attack alongside several other German municipalities. This coordinated attack involved overwhelming the city's web servers with tens of thousands of requests per second originating from botnets. The sheer volume of traffic was designed to disrupt online public services by overloading the city's web infrastructure. While the attack caused temporary outages impacting website accessibility, similar to the complete inaccessibility experienced by Dortmund's site, Cologne managed to implement initial countermeasures. These actions successfully restored partial access to its online services relatively quickly. Crucially, municipal data and internal systems remained uncompromised throughout the incident. The attackers employed tactics involving constantly shifting IP addresses to evade mitigation efforts, and disruptions were ongoing at the time of initial reporting.
