Ministry of Foreign Affairs

The Singapore Ministry of Foreign Affairs (MFA) is the government department responsible for conducting the Republic of Singapore’s foreign relations and representing its interests abroad. It formulates and implements Singapore’s foreign policy, manages diplomatic engagements, and oversees a network of overseas missions that include embassies, high commissions and consulates. The ministry provides consular assistance to Singaporeans living or travelling overseas, issues passports and travel documents, and facilitates visa services for foreign visitors. It also promotes Singapore’s economic interests by supporting trade and investment initiatives and participates in regional and multilateral organisations such as ASEAN and the United Nations. In addition to its diplomatic role, the MFA coordinates crisis response efforts for Singaporeans affected by emergencies abroad and works closely with other government agencies on security and intelligence matters. The ministry is led by a Minister for Foreign Affairs who is a member of the Cabinet and reports to the Prime Minister.

Headquartered in Singapore, the MFA operates as a civilian ministry within the executive branch of the Singapore Government and is ultimately accountable to the President and Parliament. Its organisational structure includes various divisions dealing with political affairs, economic affairs, consular services, protocol and corporate functions, enabling it to address both routine diplomatic functions and emergent situations. The ministry places a strong emphasis on maintaining secure and resilient information and communications technology systems, as illustrated by a 2014 incident in which a breach of its IT network prompted the immediate isolation of affected devices, the implementation of enhanced security measures and an accelerated refresh of its IT equipment to safeguard system integrity. While specific operational details of that incident were withheld to preserve defensive effectiveness, the episode underscores the ongoing cyber threats faced by government networks and the ministry’s commitment to adaptive security practices. The MFA’s work is guided by Singapore’s foreign policy principles of sovereignty, regional cooperation and a rules‑based international order, and it continues to represent the nation’s interests on the global stage.
