Hong Kong Science and Technology Parks Corporation

HKSTP is a statutory corporation responsible for managing and developing science and technology infrastructure in Hong Kong. It leases laboratory, office, and production spaces to technology‑focused enterprises and provides support services such as incubation, mentorship, and access to shared facilities. Its parks host firms engaged in biotechnology, information and communications technology, precision engineering, and green technology. The corporation also runs programmes that connect startups with investors, industry partners, and research institutions. Through these activities it aims to foster innovation and strengthen Hong Kong’s position as a regional hub for technology development.

HKSTP’s distinguishing attributes include its close alignment with government policy, as it reports to the Innovation, Technology and Industry Bureau and works with the Innovation and Technology Commission, the Digital Policy Office, and the Office of the Privacy Commissioner for Personal Data. It operates specialized facilities such as the Drug Safety Testing Center, which provides contracted testing services and was the subject of a ransomware attack disclosed on 12 May 2025. The corporation’s role as a bridge between public policy and private enterprise gives it a unique position in Hong Kong’s innovation ecosystem, enabling it to coordinate resources, disseminate best practices, and promote technology adoption across sectors.

Structurally, HKSTP is a wholly‑owned subsidiary of the Hong Kong Special Administrative Region Government, established under the Hong Kong Science and Technology Parks Corporation Ordinance. It is governed by a board appointed by the Chief Executive and receives funding and policy direction from the Innovation and Technology Bureau. The corporation’s subsidiaries and joint ventures manage individual park campuses, including the Hong Kong Science Park in Sha Tin and the InnoCentre in Kowloon Tong. These arrangements allow HKSTP to maintain centralized strategic oversight while delivering localized services to tenants and partners.
