Government of Bermuda

The Government of Bermuda is the public administration authority for the British Overseas Territory of Bermuda, responsible for enacting legislation, delivering public services, and managing the territory’s internal affairs. It operates through various departments that provide services such as health care, education, transportation, and public safety to residents and businesses across the islands. As the governing body, it also oversees fiscal policy, revenue collection, and the implementation of social programmes aimed at supporting the local community. The government’s jurisdiction covers the entire territory, meaning its services extend to all parishes and municipal areas within Bermuda. Executive authority is exercised by the Premier, who leads a Cabinet appointed from the elected members of the legislature, while the Governor represents the Crown and performs ceremonial duties. Legislative power resides in the Parliament of Bermuda, which consists of an appointed Senate and an elected House of Assembly that together debate and pass laws. While the United Kingdom retains responsibility for defence and foreign relations, Bermuda’s government handles day‑to‑day governance, regulatory functions, and internal self‑governance under its constitutional arrangement. In September 2023, the Government of Bermuda experienced a cyberattack attributed to Russian hackers that disrupted internet, email, and telephone services across all departments, affecting payroll and vendor payments and forcing cashiers to accept only cash or checks. The incident highlighted the importance of cyber resilience for public sector organisations and prompted ongoing investigation and recovery efforts to restore normal operations. Although no data theft was initially confirmed, the attack caused significant operational delays and underscored the government’s reliance on secure digital networks for service delivery. The Government of Bermuda continues to work on strengthening its cyber defences while fulfilling its mandate to provide reliable public services to the territory’s residents.
