Ministry of Internal Affairs of Ukraine

The Interior Ministry of Ukraine, also known as the Ministry of Internal Affairs, is the central executive authority tasked with safeguarding public safety, maintaining law and order, and managing emergency responses across the nation. It directs the National Police, which is responsible for crime prevention, criminal investigations, traffic regulation, and the protection of citizens’ rights and property. The ministry also oversees the State Emergency Service, which coordinates actions during natural disasters, industrial accidents, and other hazardous situations, as well as the National Guard, a military‑styled unit that supports internal security and counter‑terrorism operations. In addition, it manages the State Migration Service, handling visas, residence permits, asylum procedures, and citizenship matters, and supervises the civil protection system that organizes population sheltering, evacuation, and disaster relief efforts. The ministry’s portfolio further includes oversight of fire safety regulations, the regulation of firearms and ammunition, and the implementation of state policies aimed at combating organized crime and corruption.

Operating throughout Ukraine, the ministry maintains a hierarchical network of regional directorates, city and district departments, and specialized units that translate national policies into local action. Its headquarters are situated in Kyiv, where the Minister of Internal Affairs and senior staff formulate strategy, allocate resources, and coordinate with other governmental bodies. The ministry employs a large and diverse workforce consisting of police officers, emergency responders, migration officials, administrative personnel, and technical experts who support its varied missions. Funding for its activities is drawn from the state budget, and its operations are subject to oversight by the Verkhovna Rada (parliament) and the Cabinet of Ministers, ensuring accountability to the public and adherence to legislative mandates. The ministry also engages in international cooperation, participating in joint training programmes, information sharing initiatives, and cross‑border law‑enforcement collaborations with partner countries and organizations.

A distinguishing feature of the ministry is its combined responsibility for both law enforcement and emergency management, which enables a unified approach to threats ranging from criminal activity to large‑scale disasters. It has been actively involved in national cybersecurity initiatives, notably contributing to the response and mitigation efforts during the 2017 NotPetya attack that targeted Ukrainian governmental and critical infrastructure networks. The ministry reports to the President of Ukraine through the Cabinet of Ministers, with the Minister of Internal Affairs appointed by the President and ratified by parliament. Its internal structure comprises several subordinate agencies—such as the Main Directorate of the National Police, the Main Directorate of the State Emergency Service, and the Main Directorate of the Migration Service—each with a clearly defined mandate, allowing the ministry to address a wide spectrum of internal security challenges while maintaining coordinated action across its various components.
