Profile narrative
The Philippine Overseas Employment Administration (POEA) served as the primary government agency responsible for regulating and managing the overseas employment program of the Philippines. It exercised jurisdiction over the recruitment, deployment, and protection of Filipino workers seeking employment abroad, processing and verifying employment contracts to ensure compliance with Philippine labor standards and the laws of host countries. The agency licensed and monitored private recruitment agencies, maintained a registry of accredited employers, and administered the mandatory pre-departure orientation seminars and the Overseas Employment Certificate required for every departing worker. Its regulatory scope extended to the adjudication of cases involving illegal recruitment, contract violations, and other disputes arising from overseas employment arrangements, providing a quasi-judicial mechanism for worker grievances. The agency also managed the registration of seafarers and coordinated with maritime authorities on matters specific to the shipping industry.
As an attached agency of the Department of Labor and Employment, POEA operated with a nationwide network of regional offices and extension units that facilitated access to its services across the archipelago. It maintained a significant operational footprint through the Philippine Overseas Labor Offices stationed in key destination countries, which served as posts for labor attachés tasked with welfare assistance, contract verification, and coordination with host governments. The agency distinguished itself through its specialized focus on the full migration cycle — from pre-employment regulation to on-site protection and reintegration support — positioning it as a central institution in the Philippines' labor migration governance framework. In 2022, Republic Act No. 11641 abolished POEA and transferred its powers, functions, and personnel to the newly created Department of Migrant Workers, marking a structural elevation of migration governance to a cabinet-level department while preserving the regulatory architecture POEA had developed over decades.
