Profile

Ukraine National Postal Service, also known as Ukrposhta or Укрпошта, is the state‑run postal operator headquartered in Ukraine. It provides traditional mail delivery, parcel and express services, and maintains an online store where customers can purchase postage stamps and other philatelic products. The organisation issues commemorative stamps, such as the one depicting a Ukrainian soldier gesturing at a Russian warship that was released in April 2022. In addition to physical mail handling, Ukrposhta offers parcel tracking capabilities through its website and supports a network of service points that handle letters, packages, and financial transactions for individuals and businesses across the country.

The service operates thousands of post offices and service points nationwide, giving it a broad geographic reach that covers urban centres and remote communities. This extensive footprint enables Ukrposhta to serve as a critical conduit for communication and commerce throughout Ukraine, especially during periods of heightened demand or disruption. Its role as a national postal operator places it within the country’s critical infrastructure, meaning that the continuity of its operations is considered essential for public welfare and economic activity. The organisation’s online platforms, including the e‑commerce store and tracking portal, are integral components of its modern service offering.

Ukrposhta has repeatedly been targeted by cyber incidents that highlight both its visibility and its vulnerabilities. In April 2022 a distributed denial‑of‑service attack disrupted its online store and other systems following the launch of a controversial stamp, prompting a public apology from the director general and coordination with internet providers to restore service. Earlier, in August 2017, a sustained DDoS campaign aimed at its parcel tracking service caused website slowdowns and intermittent outages over two days, building on a prior malware infection that had already impaired automated operations. These events underscore the organisation’s exposure to cyber threats amid the broader conflict‑related threat landscape facing Ukrainian critical infrastructure.
