The Cabinet of Ministers of Ukraine serves as the highest executive authority in the country, responsible for developing and implementing domestic and foreign policy, overseeing the work of all ministries and other central executive bodies, and ensuring the execution of laws adopted by the Verkhovna Rada. It prepares the state budget, manages state property, and coordinates measures in areas such as economic development, social welfare, education, health, and infrastructure. The Cabinet also represents Ukraine in international relations, signs treaties, and participates in the work of international organisations on behalf of the state.

The institution’s reach extends to crisis management, where it coordinates responses to emergencies, natural disasters, and security incidents, as demonstrated by its involvement in the restoration of government websites after the January 2022 cyber‑attack.
A distinguishing attribute of the Cabinet is its regulatory role: it adopts normative legal acts that regulate various sectors of the economy and public life, and it monitors compliance with those acts through the ministries under its supervision. The Cabinet’s notable competencies include strategic planning, inter‑agency coordination, and the ability to mobilise state resources rapidly, which were evident when its IT and cyber‑police units worked to restore compromised portals and investigate the defacement incident linked to the GhostWriter group. Its position as the supreme executive body gives it a unique capacity to align policy implementation with national security objectives.
Structurally, the Cabinet of Ministers is accountable to the President of Ukraine and the Verkhovna Rada, with the Prime Minister appointed by the parliament and confirmed by the President. It functions as a collegial body composed of the Prime Minister, First Vice‑Prime Minister, Vice‑Prime Ministers, and ministers heading each ministry, collectively forming the executive leadership of the Ukrainian state.
