Bavaria is a federal state of Germany that exercises governmental authority over its territory, providing a wide range of public services to its residents and businesses. It enacts regional legislation, administers justice through its own courts, and manages internal security via the Bavarian State Police. The state government oversees education, operating numerous schools, vocational training centres and universities that serve students across the region. The state possesses a distinct constitutional framework, featuring a parliamentary system led by a Minister‑President who is elected by the Landtag, Bavaria’s state parliament. As a constituent state of the Federal Republic of Germany, Bavaria retains legislative competence in areas such as education, policing and cultural affairs while participating in the Bundesrat to influence federal law‑making.
